the issue is that the ultimate goal is for there to be "teams" of 1 fighter and 1 navigator per spacecraft, so with 20 navigators and 10 fighters there'd only be a total possible of 10 teams with 10 navigators just kind of in limbo without a partner.
however, if either fighters or navigators reach cap then anyone else interested in taking those roles will be put into the 'personnel' category until slots open up. i'll have to figure just exactly how the logistics will work for this but i'm wondering how a cap on app rounds would work in practice. say, each app round was capped at 20 each.
20 fighters, 20 navigators, and 20 unspecified/personnel. this would give possibility for 20+ teams, and say 10ish designate themselves as nav/fight. just for example sake let's make it like 4 navigators and 6 fighters. so then, assuming this is the first and only app round so far, we'd have 24 navigators and 26 fighters and 10 personnel. only two fighters would be left without partners, and in the next app round the cap would be 20 navigators and 18 fighters to make up for this difference. it's 330 am and i'm probably not making sense but i will touch more on this after i've slept!
one thing i think i forgot i'd touch on is at the junior level, fighter/navigator teams are randomly assigned. if it's not a good fit, then they'll be reassigned. if it is a good fit they'll stick together until they decide otherwise OR "lock in" as a team and ranking up to seniors. if two juniors want to try to team up, they have to have a captain advocate for them with reasoning but there is some leeway there for player control.
